TRICARE West in California changed hands in 2025. Half the advice online hasn't caught up.
Since January 1, 2025 the TRICARE West Region contractor is TriWest Healthcare Alliance, replacing Health Net Federal Services. Any California onboarding checklist, bookmark or consultant playbook that still points at HNFS is describing a contractor that no longer holds the contract. The structure underneath is unchanged and widely misunderstood: certification and network participation are two different tiers, and most providers only need the first to start seeing most military families.

The contractor is TriWest now. Send nothing to the old one.
The T5 contract cycle put TriWest Healthcare Alliance in charge of the TRICARE West Region from January 1, 2025, taking over from Health Net Federal Services, and moved six states into the West Region in the same change. A California practice working from a pre-2025 checklist can send a flawless certification package to an organization that no longer administers the region. Before anything else, confirm the destination: West Region provider work goes to TriWest.

Certified vs network: two tiers, two different practices
TRICARE's structure separates the federal authorization step from the business decision to join the network. Knowing which tier you actually need is the difference between a 90-day project and a much longer one.

How a California provider gets in
The path is short to describe and mostly a waiting game to live.
- 1 Submit a certification application to TriWest with your California licence, DEA if applicable, and supporting attachments.
- 2 Expect roughly 90 days to become TRICARE-authorized. At that point you can treat Select, Reserve Select and TRICARE for Life beneficiaries as a non-network authorized provider.
- 3 Decide whether Prime patients and a directory listing justify the network tier. If so, sign a network contract with TriWest, which adds credentialing.
- 4 Practicing in more than one state? Certification is per state of service. A California certification does not carry to Nevada.
- 5 Claims in both regions are processed by PGBA, so route claims questions there rather than to the contractor.

ABA practices: you are an ACSP, and that is its own application
TRICARE handles applied behavior analysis through the Autism Care Corporate Service Provider structure: all ABA clinics are considered ACSPs and require an ACSP application with a participation agreement, a different artifact from individual practitioner certification. A California ABA group planning around military families, and around the bases that anchor them, should scope the ACSP application from the start rather than discovering it after individual certifications clear.
The California-specific bottleneck is the licence, especially for BH clinicians
TRICARE certification requires a California licence for California service, and for master's-level behavioral health clinicians that is the slow gate: the Board of Behavioral Sciences has no reciprocity, so an out-of-state LCSW, LPCC or LMFT requalifies through supervised-hours equivalency and California exams regardless of experience. Military families move constantly, which makes California BH capacity for TRICARE genuinely valuable, and makes the honest sequencing advice unglamorous: start the BBS process first, because the roughly 90-day certification wait only begins when there is a California licence to certify.
