EOHHS froze new enrollments for hospice and home health (July 1, 2026 to January 1, 2027), HBTS/ABA (from June 16, 2026), and DMEPOS (from April 1, 2026). Applications for these provider types simply will not be approved in-window. Check the moratorium list before quoting any Rhode Island facility or agency start date.

Rhode Island members choose between Neighborhood Health Plan of Rhode Island, UnitedHealthcare Community Plan, and Tufts Health RITogether, with RIte Smiles (UnitedHealthcare Dental) for younger members. Under the Cures Act, every Medicaid managed-care network provider must be enrolled with or screened by the state Medicaid agency or risk removal from the network, state screening first, then plan credentialing. A 2023 re-procurement reportedly awarded to Neighborhood + UHC only was never consummated; the Tufts contract runs amended into 2026, so treat RI as a three-MCO state and re-verify quarterly.

Rhode Island Medicaid (EOHHS) enrolls providers electronically through the Healthcare Portal at riproviderportal.org, with Gainwell Technologies as fiscal agent. The retro rule is STRICT: retroactive enrollment is limited to the first day of the month in which the application is approved, no months-back rescue lane, so unenrolled days of service are simply lost. File state enrollment before the provider's start date, never after. Gotcha: the NPPES letter must show a Rhode Island (or approved bordering) practice location, the top deficiency trigger.

R.I. Gen. Laws § 27-18-83 requires health plans to decide credentialing within 45 calendar days of a complete application, and carries the sharpest go-live clause in the country: billing privileges are effective the NEXT BUSINESS DAY after approval. Also: complete-application confirmation within 5 business days, automated status updates at least every 15 calendar days, written denial reasons, 7-business-day turnaround on minor demographic changes, and a conditional-approval track for resident graduates. Hold RI plans to the 45-day + next-day-billing pair.

Rhode Island licenses associate clinicians (LMFT-A, LMHC-A, LCSW-A) through RIDOH, and they can enroll in Medicaid, but only as part of a group, never solo. The manual's participation frame is community-mental-health-scoped, and whether the group-only associate lane extends to ordinary private-practice groups is unverified, as is whose NPI sits in the rendering field for associate claims. Fee-for-service quirk: clinician services beyond 20 visits per calendar year need prior authorization.
