SoonerCare providers contract through OHCA's Electronic Provider Enrollment system at ohcaprovider.com, OHCA's FAQ says enrollment should complete within four weeks of a completed application, and yes, hold claims until the provider number arrives. State enrollment comes FIRST: SoonerSelect plans require providers to be enrolled SoonerCare contractors before CE credentialing. Contract cycles are four years, except Behavioral Health Practitioner Under Supervision, which renews every ONE year.

After decades of fee-for-service, SoonerSelect went live April 1, 2024 with three health plans, Aetna Better Health of Oklahoma, Humana Healthy Horizons of Oklahoma, and Oklahoma Complete Health (BCBSOK is NOT a SoonerSelect plan), plus the Children's Specialty Program (Oklahoma Complete Health) and two dental plans. Behavioral health is carved IN to the health plans. All CEs credential through one consolidated CVO, and the transition pass that waived full credentialing ended July 1, 2025, each CE now requires its own contract and full credentialing, so file the OHCA contract and all three CE applications in parallel.

36 O.S. § 4405.1 gives commercial health benefit plans 45 calendar days to credential on a clean application (10-day incompleteness notice, PSV initiated within 7 days, 180-day hard cap on the whole process), and its distinctive lever is subsection (F): within 31 days after credentialing, the plan must consider the provider in-network for reimbursement purposes. Approval is not billable until loaded; use the 31-day clock. No provisional-credentialing or retro-pay clause (weaker than Indiana or Arizona), and BCBSOK discontinued its voluntary provisional credentialing effective July 1, 2026, expect longer commercial go-lives.

Oklahoma has a formal pre-licensed tier: 'licensure candidates' under board-approved supervision individually contract with OHCA (provider type 53, specialty 536 'Under Supervision', one-year contract cycle) and render under their OWN NPI in box 24J, but only inside accredited or ODMHSAS-certified agencies, which bill. Every individual rendering provider in an agency setting must hold their own OHCA contract. Independent own-NPI practice remains fully-licensed-LBHP-only.

Oklahoma is a Counseling Compact member but not yet issuing privileges as of July 2026 (issuers: AZ, GA, IN, LA, MN, OH). Behavioral health licensure splits across three boards: the State Board of Behavioral Health Licensure (LPC/LMFT/LBP), the Board of Licensed Social Workers, and the Board of Licensed Alcohol and Drug Counselors.

Oklahoma requires OBNDD registration ($140/year, practitioners AND mid-levels) BEFORE the DEA, a stalled OBNDD stalls everything downstream. And a hard trap for behavioral health staffing: Schedule II is PROHIBITED for ALL Oklahoma APRNs (Schedules III to V only, exclusionary formulary, 30-day supply cap under 59 O.S. 567.4a), psychiatric NPs cannot prescribe stimulants in Oklahoma.
