Medicaid enrollment (MPSE portal)

Minnesota Health Care Programs (MHCP) enrollment runs through the Minnesota Provider Screening and Enrollment (MPSE) Portal, with claims through MN-ITS. Providers serving only managed-care members must also be state-enrolled, Minnesota began screening MCO in-network-only providers on July 17, 2023 under the Cures Act. Most members sit in a PMAP MCO, so enrolling in MHCP alone is not enough: contract with the member's MCO before go-live.

Revalidation (5-year floor + off-cycle sweep)

All MHCP providers revalidate at least every five years, every three years for certain designated high-risk types, and a CMS-ordered off-cycle sweep ('MN Revalidate 2026') required DHS to revalidate all high-risk providers by May 31, 2026. Watch for off-cycle revalidation notices, not just the 5-year anniversary; missing one terminates enrollment.

Prompt credentialing (45-day clean-application decision) Minn. Stat. § 62Q.097

Minn. Stat. 62Q.097 requires a health plan company to make a determination on a clean credentialing application within 45 days of receipt (30 additional days only for a substantive quality or safety concern), and to flag deficiencies on non-clean applications within 3 business days. Use it to hold Minnesota health plans, including Medicaid MCOs as health plan companies, to the 45-day clock on complete files.

Clinical trainee billing (supervisor-billed, HN modifier)

Minnesota Medicaid allows clinical trainees (graduate practicum/interns or post-degree supervisees working toward licensure) to deliver psychotherapy, diagnostic assessments and rehab MH services under treatment supervision. But a clinical trainee is NOT an enrollable MHCP provider, so claims carry an enrolled professional's NPI (in practice the supervising QMHP's) with the HN modifier flagging trainee performance, gated on the supervisor's DHS-6330 assurance statement.

Counseling Compact, LIVE and issuing

Minnesota is one of the operational Counseling Compact states, live and issuing privileges (with AZ, GA, IN, LA, OH). A compatible out-of-state LPC can obtain a privilege to practice in Minnesota; the compact covers the LPC/LPCC path only, not LMFT or LICSW. Minnesota splits master's BH licensure across THREE separate boards: Behavioral Health and Therapy (LPCC), Marriage and Family Therapy (LMFT), and Social Work (LICSW).

Physician telehealth registration Minn. Stat. § 147.032

Minnesota offers physicians a telehealth-only registration (Minn. Stat. 147.032, Board of Medical Practice, $175 initial, $75 annual) requiring an unrestricted license elsewhere and no Minnesota office, in-person practice or patient calls. Meeting a patient in-state breaks the registration.
