Maine gives carriers 60 days, which is among the tighter windows in the country. "A carrier shall make credentialing decisions, including those granting or denying credentials, within 60 days of receipt of a completed credentialing application from a provider." As in most states the clock keys to a completed application, defined here as the uniform credentialing application plus the attachments the carrier required at submission plus every correction the carrier asked for.

The 30-day completeness review 24-A M.R.S. § 4303(3)(D)

This is the provision worth knowing, because it stops the drip-feed rejection that quietly doubles a timeline elsewhere. "Within 30 days of initial receipt of a credentialing application, a carrier shall review the entire application and, if it is incomplete, shall return it to the provider for corrections with a comprehensive list of all corrections needed at the time the application is first returned." The carrier has to review the whole file and hand back one comprehensive list, so you get a single correction cycle rather than several.

MaineCare Section 65's "Clinician" definition explicitly includes the conditional licenses, Licensed Clinical Professional Counselor-Conditional (LCPC-C), Licensed Master Social Worker-Conditional Clinical (LMSW-CC), and Licensed Marriage and Family Therapist-Conditional (LMFT-C), alongside LCPC, LCSW, LMFT, LADC, and CADC, and § 65.08-1 requires only that "all Clinicians are conditionally, temporarily, or fully licensed and approved to practice." A conditional licensee renders § 65 outpatient therapy inside an enrolled, DHHS-contracted agency (or school program).

The independent-enrollment door excludes conditional licenses: § 65.02-1 defines an "Independent Practitioner" as "a Licensed Psychologist, Psychological Examiner, Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT) who practices independently, has a Provider Agreement with DHHS…". No conditional licenses appear in that list. An LMSW-CC or LCPC-C cannot hold their own MaineCare provider agreement until fully licensed.

Section 65 agency claims carry an individual rendering NPI: the MaineCare CMS-1500 Billing Instructions Guide v16.0 (2023-11-30), Tables 1 and 8, lists "Behavioral Health Clinicians Group (policy section 65)" and mental health clinic/behavioral health services provider types (sections 17, 23, 65) as requiring the Box 24J Rendering Provider NPI. "A claim form may have only one (1) rendering NPI." Whose NPI goes in Box 24J for conditional-licensee services (the conditional clinician's own vs the supervisor's) remains unresolved in the vault record.
